I write for City Paper and was interested in blurbing this March 7 appearance by Bob Mionske, but I don't know much about him. Has anyone read him, or found his work useful?

Mionksi is probably best know, these days, for the column he writes for VeloNews regarding cycling and the law. Might be worth looking at the archives.

I've been reading his book. Most of the stuff I already knew in general but having it clearly spelled out with citations gives me more confidence should I ever be called upon to defend my rights.
I'm only about a third of the way through. I should sit down and get through it before Friday. It's not a difficult read, per say, but it's thick enough legalese that one can't have music or the TV running in the background.

Is the information he presents general purpose for people living anywhere in the country, or is it specific to Pennsylvania? Or, is some of it inapplicable since local and state cycling laws vary considerably?

The book is generally applicable. While laws vary from state to state (and municipality to municipality), most are based on the Federal Uniform Traffic Codes. Case law (the results of court cases) also tends to create a uniformity across the country.

Okay, thanks. Another question on the focus of the book: is this more about "how you should act when you're cycling" or "what to do if you end up having legal problems of some kind?"

This talk has been cancelled, BTW. The author came down with flu.
My understanding from his columns is that the focus is largely on what the law says about particular situations after they have occurred.

He doesn't tell you how to ride but stating what the law is suggests your behavior.
